This National Guard position is for a Auditor, Position Description Number T5144000 and is part of the USPFO of the Vermont Army National Guard.

The purpose of this position is to perform audits on a variety of programs and to assess efficiency, effectiveness and compliance with program laws, regulations, and provisions. Qualifications

Basic Requirement for Auditor:

A. Degree: Completed a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree in accounting or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

B. Combination of Education and Experience: Must include at least 4 years of experience in accounting or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. Your accounting background must also include one of the following:
1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2) A certificate as a Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA), obtained through written examination OR
3) Completion of requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hours of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One or more years of specialized experience as an Auditor equivalent to the GS-11 federal grade level that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include reviewing internal operating program documents and audit reports to determine compliance with governing regulations; identifying unusual or questionable accounting practices; developing and reporting on the economy or efficiency of operations; and recommending corrective action to audit findings.

OTHER REQUIREMENTS:
1. This is a Financial Management Level Two Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent must complete FM Certification level 2 within two years of appointment into this position.

4.Skill in assessing the degree to which program goals are met and to develop findings/reports that clearly identify operational problems and required corrective action.
