You may not be aware, but in the regulations for agency ethics programs, there are requirements for supervisors.  Section 2638.103 of Title 5 of the CFR states:Every supervisor in the executive branch has a heightened personal responsibility for advancing government ethics.  It is imperative that supervisors serve as models of ethical behavior for subordinates.  Supervisors have a responsibility to help ensure that subordinates are aware of their ethical obligations under the Standards of Conduct and that subordinates know how to contact agency ethics officials.  Supervisors are also responsible for working with agency ethics officials to help resolve conflicts of interests and enforce government ethics laws and regulations, including those requiring certain employees to file financial disclosure reports.  In addition, supervisors are responsible, when requested, for assisting agency ethics officials in evaluating potential conflicts of interest and identifying positions subject to financial disclosure requirements.

Qualifications

Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.
Specialized experience is defined as experience coordinating concurrent reviews and audits of financial management systems, performance measurement systems, and cost accounting systems which generally are of very sensitive nature, in accordance with policies and standards. Displays expert knowledge of Generally Accepted Government Auditing Standards, Generally Accepted Accounting Principles, Government Performance and Results Act, the Chief Financial Officers Act, the Federal Managers Financial Integrity Act, Federal Financial Management Improvement Act, OMB Circular A-123, OMB Circular A-127, and the Improper Payments Elimination and Recovery Act, as amended. Clearly demonstrates the ability to establish guidelines and procedures on technical audit matters, such as monitoring ongoing work, preparing work papers, and processing draft and final reports.  Experience in advising top management in the development and implementation of financial and programmatic audit activities and projects that impact various agencies, and fostering effective relationships that benefit and enhance the success of planned activities and projects.

– This position will not be filled until the Department’s Placement Assistance Programs have been fully utilized.

Education

1. Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.The term Accounting means accounting and/ or auditing;OR2. Combination of education and experience: At least 4 years of experience in accounting, or equivalent combination of accounting experience, college-level education, and training that provides professional accounting knowledge. Applicants background must include at least one of the following:
A. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; or
B. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
C. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does NOT fully satisfy the 24-semester-hour requirement of paragraph 1, provided that (a) the applicant has successfully demonstrated the ability to perform work at the full-performance level in accounting, auditing or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors have determined that the applicant had demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement which is normally associated with successful completion of the 4-year course of study in paragraph 1; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicants education, training, and experience fully meet the specified requirements.
